What do I do if I want to identify a Contacts State AND County. Dependent picklist would help, but the max is 500 or 1,000 with exception, and there are 3,000 counties in the US?

You could create an object (or custom metadata) with 1 record per county.
You would need 2 fields:
County
State
You could now create a screenflow with 2 screens, so you would first enter the state (and probably the rest of the address), then you could show all the associated counties with a Get Record in between the screen so it fetches all the records where the state is the one that was selected in the first screen.
However, if counties change (I'm sure it doesn't happen often, but never know), you woudl need to keep your custom records up-to-date. You may be able to find a data base you can call via the API and a HTTPS callout:

Once you've entered both the address and county, you could update the fields (county will probably need to be a text field) on Contacts.
I would make sure these fields are read-only on the page layout (or Lightning record page) so users have to go through the flow to update the fields
