In the Lightning Usage Dashboard, what does the "Who's using Lightning" report indicate? The # of times a user logs into Salesforce Lightning daily? So if someone shows up on the report with record count of say 10 - that means that they logged into Salesforce 10 times with Lightning as their platform?

I believe this dashboard may have been created within your org specific for your business. If you click on the report name at the bottom left of that component, it will bring you to the underlying report. You should then be able to look at the parameters that go into the record count.
From just this screenshot, to me it looks like it's a report just counting the number of logins per user. To figure out if it's number of times a user logged in AND were using lightning you would need to dig into those field filters in the report further. I hope this helps. If you have questions, please let me know or post screenshots of the filters as well.
