I want to manager subscriber preferences at the communication theme level. The subscribers are stored in data extension. Which marketing cloud feature should be used to achieve this？

the normal practice is based on Publication list. If I would been asked to maintain, I would create a preference model and always take the model to achieve the use case based on the theme.
