Iterating without collection var to loop through

I am looking to generate 19 records of a child-object using flow. Ideally this is done using a loop, in which I generate the collection record than submit to 'create records' when loop is finished. Issue is, I do not have an existing collection of 19 records to loop through. What option exist to configure 19 iterations of a similar action?
