Indeed, it is a project developed by Salesforce.org staff and is not specific to NPSP at all. The App we have built is a bit broader than the one you posted above. That requires that you use certain report types that allow for "Add to Campaign". Our tool allows you to use any report type as long as there is a Contact Id or Lead Id present in the report. It also allows you to combine reports and campaigns together to make a final master list (which is a Campaign with members).
