Error: Only specified admins may modify profiles of inactive users

I'm receiving the following error when attempting to alter a contact record: Error: Only specified admins may modify profiles of inactive users

The user is currently active in the system, so there shouldn't be an issue in altering the record. Anyone have any idea why this would be?
