I am a consulting partner that is implementing Salesforce for a client.  The client has several Chatter Only users who have a lot of historical data in the Salesforce org.  We are implementing a partner community (These Chatter only users are not employees of the company, they are independent contractors).  Is there a way to make the Chatter only users Partner Community users without having to create a new login for them?

Community users (such as partner) are associated with Contacts, whereas Chatter users count as internal users (not associated to contacts).

Although I can't find any documentation that specifically mentions it, I don't believe internal users can be converted to external ones.

I'm afraid your only option is to create new users for them, and deactivate the old ones. You may be able to change the ownership for the existing records by running an Apex script, which would hopefully make the transition relatively seemless.
