Maybe revamp the workflow rules to the criteria you actually want? You can assign yourself.
Otherwise go to Lead Settings - Lead Queue Settings. Check if Web-to-lead is set up correctly as well. Pull out the form and confirm it with your web developer. So that fields will match.
Change it to your needs eventually.
