Round Robin Lead Assignment - Imbalance in distribution

The Round Robin record assignment application has been great for single assignment groups paired with one queue per, but recently we've made some changes with a particular lead assignment group and are now finding that there is an uneven lead distribution amongst the assigned active members in the assignment group in question. The changes came in the form of placing two lead queues in one assignment group. Now, on a daily basis, the leads per member is all over the board. For instance, one sales rep will receive 8 leads while another will receive only 1. Something isn't right. 

 

Has anyone experienced this particular issue before? If so, what did you do to fix it?

 

Does Round Robin only work properly when it's one queue per assignment group?

    Gotcha. I'm not sure what you mean by assignment groups. Is there any appexchange app/custom code that is handling that part?
