Create a report showing all contacts on accounts where there is not an "active" contract

Question

I am trying to create a report with all contacts that are attached to an account without and "active" (for us its "current") renewal status contract.

I can get a list of all the accounts with "current" contracts but I would like to get a list of all contacts that are not associated with these accounts for prospecting purposes?

Any help is much appreciated and thank you in advance!!

What would be the:

A. Primary Object and

B. Object here

to build this custom report type?

And will this custom report actually give me CONTACT information associated with these Accounts?
