I am trying to edit permissions for a user with the Standard Role profile. I am currently assigned as the System Administrator for the Developer Edition org that I am using to study for my certifications.

The practice I am doing currently is requiring me to change the user permissions (in this case, to remove the ability for a Standard User profile to <Export Reports>), however I am not able to change it.

The System Administrator profile has <Manage Profiles and Permission Set> as well as <Customize Applications> enabled and I am still not able to edit the Standard Profile in any way. I read in an article to enable the <Enable Enhanced Profile User Interface> under User Interface, but that still did not work. If these settings are all enabled, why am I not able to make any changes? If I have to clone the System Admin profile I most definitely can, but I would much rather understand why I cant edit with System Admin profile now, when these permissions are enabled for that profile. Thanks in advance!!

Many of the permissions on the standard profiles cannot be changed (even by the system admin). You may clone Standard User profile and then remove "Export Reports" permission. Don't forget to move users from this standard profile to new cloned profile.
