I have tested several times by sending email to Email Services Address defined in Email-to-Case routing.

The case has been created as expected:

  • Case Priority: Medium
  • Case Origin: Email - China Tech
  • Case Record Type: ABC Company - APAC

I also have an active assignment rule with below entry:

When below criteria are met, assign Case to Queue: ABCDE

  • Case Origin EQUALS Email - China Tech
  • Case Record Type EQUALS ABC Company - APAC

However, the case is created but the assignment rule didn't work.  The Case Owner stays as Automated Case User.

But in my org, I saw other assignment rules are working...

Any thoughts?

The usual cause of these problems is a spelling error in the strings you are comparing.  Double check that the values are exactly the same between the fields on the record and the values in your Assignment Rule.   You can also create a custom formula checkbox field with the same formula as your Assignment Rule Entry conditions to see whether the formula is true of false for a particular record.

Also, make sure you don't have any other Assignment Rule Entry that is being met earlier in the rule that prevents the record from making down to your new rule entry.
