Account Access

I have an account that is owned by one of my users that is for some reason now able to be accessed by another user. I have my org wide defaults set to private for accounts and all my other accounts can only be viewed by the account owner and the system admin. This user used to own the account but doesn't any more. Would that impact it? If so, how do I fix it?

    They own no other objects related to the account. When I click sharing it shows only the current account owner as having access. The users profile is set as the same as the others and should only give them acess to the accounts they own. It is weird because it it only happening with this account and this user.
