I have a workflow rule with field update set up but somehow it does not give any result although no any error encountered in checking the formula.

I am trying to update the field with Id "a0Qj0000006P3mX" when the Opportunity record meets those criteria that are shown above in the formula. The only tricky part here is that i need to take only one Opp record and update it in case there are multiple Opps under the Account. So, to better explain, we have Accounts that have single Opp and also Accounts that have multiple Opps so my goal is to get one Opp out of those and get it updated. Does this help?
