How to send email alert who are all pay the due from 19-04-2013 to 3-05--2013..

I am new to salesforce.....From wrokflow rule ----       i want to send email alert who are all pay the due from 19-04-2013 to 3-05--2013..user create date is  today -26-04-2013----

Welcome to Salesforce!!!   Workflows are fired when a record is created or edited.  You can define a 'time-dependent' workflow rule to send an Email Alert based on a date field of a record.  See Setup->Create->Workflows and Approvals->Workflow Rules for information about this feature.
