Can a standard user see all company accounts or just the ones they create?

I have someone set up as a standard user & they said they can only see the accounts they created?

 

although another standard user can see all accounts

 

As the system administratior, how do I set it up so all accounts can be viewed by all users?

    If you are using the standard profile you cant edit that part of the profile, you will need to clone the profile and change the setting on the new profile, or like i posted change the OWD which will trump that.
