formula field based on 2 picklist fields

I have two picklist Stage fields - I want to have a text field populate based on which Stage field is populated.

examples:

If Stage 1 field is --None-- and Stage 2 field is Pending then the text field would populate "Warehouse". Or..

If Stage 1 field is Pending and Stage 2 is --None-- then text field would populate "Tenant".
