When I run a forecast item vs quota report, some of my quotas are missing

Hi. I'm struggling with Forecast and Quota reporting. I've set up Collaborative Forecasting in the sandbox and have entered monthly quotas for my teams. I've also added some opportunities at varying stages, although not all users have opportunities closing each month.

I've set up custom report types like this:

Quotas:

Items:

Target v Actual

Reports for Quotas and Items seem to work fine, but when I run anything for Target v Actual, if there isn't an opportunity in a particular month, the quota is zero, even if there is a quota in that month on the quota report.

I also don't know why I have a blank row and column header but I'm happy to worry about that later. What have I done wrong to get these zero values when the same quota has been entered each month?

Hi Sara,   Not sure you solved this or not.    I tried this in my dev and here is what I got     As you can see, it is showing Quota and 0 value, And my report type is like     Thanks   Ann
