Administrator with Insufficient Privileges!?

I have a professional license with SF and am the administrator, but I cant create or change Permission Sets. it just tells me i have "Insufficient Privileges

You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary."
