So we want all Quotes to "Start Syncing" when we create them. Is there anyway that the "Start Syncing" defaults to being "On" automatically?

You can write an on insert trigger on quote and find its corresponding opportunity. then for that opporutnity you need to Opportunity.SyncedQuoteId = CurrentQuoteId. Update the opportunity and your quote will start syncing automatically.
