I've got some reports giving the "Obsolete Report" error, but it's not happening for all users. One user getting the error has the role of Functional Administrator, another user who does not get the error also has the role of Functional Administrator.

I've made sure the report types these reports are built on are deployed...at least the ones I can check. A couple of the report types that are being used do not show up in Custom Report Types. Does that mean they are Standard Report Types?  I've also been trying to make sure no relationship changes have been made to the report types. I even recreated a report from scratch, but some users still get the error even on the new report.

Any other ideas would be greatly appreciated.

Check to make sure the users getting the error have access to all the objects you are reporting on. Also make sure that if any of the objects are part of a managed package the that package is Deployed (not in "In Development"), and the user is listed as a licensed user for the package.
