To do this I have embedded the flow in a visualforce page and given access to the page to the partner user profile. The flow is active.
When the partner user tries to run the flow from a custom button which references the URL of the VF page, I get the following error:
"The interaction is not active. You cannot run this interaction because it is not active"
The flow can be run by an internal user
Scouring the documentation, I have come across this page:

with the pertinent line being:
"If your organization has flows enabled for sites and portals, you can then deliver the flow to your Force.com site, Customer Portal, or partner portal users."
Question is, how do I enable flows for sites and portals?
