Case reassignment from Queue to User

I am having an issue that when my Users change case ownership from a Queue to a User and they claim the Send notification checkbox is checked that the email is not getting sent from Salesforce to the User.  I have checked the Email logs and it appears that Salesforce is not sending the email.  What could cause Salesforce not to send the email notification to the User when it is changed from a Queue to a User?

    Jason, I think you are correct.  I have found in another Q&A that someone addressed by adding as the initial step into the assignment rules with the criteria of ISNEW() = False and checking the Do Not Reassign User box.  I just set this up and I will let you know how it goes but do you think this will cause any problems?
