In the past, when I have turned on publisher actions in the sandbox to test them out, I believe all layouts defaulated to the global layout.  I thought I had them enabled in production, but apparently did not, as they are still off (so I cant use chatter announcements)

Post spring 14, when I had turned it on, each layout is custom, and has a lot of suprising stuff in there (new note, etc).

Is anyone aware of any changes in how publisher actions behave post spring14, and is there any way to reset all publisher layouts to go back to matching the global layout, vs going one page layout at a time.

Its really surpising because I remember seeing the option to change the publisher layout when editing page layouts in the past, so how publisher actions are not enabled is rather confusing on its own, but then, once enabled, they seem to have taken on a life of its own.

Or maybe this is the work of the phantom admin?

We have the same issue, we just enable Publisher Action for Chatter Announcement, but this effect that all object layout have new things, such as: New Task, New Event, etc. Just log a case if we can enable Chatter Announcement (and Publisher Action) but do not effect all object layouts.
