I cannot delete or refresh a sandbox

I recently created a sandbox and do not have an option to refresh or delete it.  I need to add a new user to the sandbox that was added to the production org after the sandbox was created but cannot do so, so I was trying to delete the sndbox and recreate a new sandbox.  THis is for a Partial Copy sandbox by the way for whihc my org is permitted only 1.

    If you have added a license in Production and sandbox refresh is not an option for you then you should be able to use the Match Production Licenses feature.

     

    Follow the below steps

     

    Setup, click Company Profile | Company Information | Match Production Licenses
