Workflow for notification when a Picklist is changed

Question

I have an field that is Overall_Implementation_Status__c that has 3 values Red Yellow Green. I want a workflow that sends and email whenever the field is changed.

In Enterprise you can do that using Workflow Field Email Alerts.  When you define the Workflow Rule, choose "formula" instead of "criteria" for the entry conditions.  You will find a function called ISCHANGED() that you can use:   ISCHANGED(Overall_Implementation_Status__c)   since its a picklist field, you might need to use:   ISCHANGED(TEXT(Overall_Implementation_Status__c))
