Here is what I have that does work

ISPICKVAL ( Type, "Customer") ,
ISCHANGED ( Type ),
$User.ProfileId <> "00e70000000vZl8"
)
I need to also allow profile ID 00e70000000xASj to make this cvhange as well.
Any help is much appreciated.

I would recommend using Profile Names instead of Profile ID's since that makes the formulas/Validation rules more readable to another user or yourself when you come back and want to comprehend what the rule is doing.
