I updated page layout assignment for all user types.

 

But when I got to contacts and look under this record type; only the six original ones are appearing as options.

    You need to add the record type to the profiles that should have access to it. Go to Profiles and click on the Profile you want to have access to the new RT. Dont click Edit, rather scroll down to the Record Type Settings section. Here you can add/remove the RTs that a Profile has access to.
