I have users in the same role that can edit each other's accounts, but the org wide default is set to public read only.  There are no sharing rules and their profiles don't have modify all access.  I also don't have any permission sets on these users.

 

They are blocked from accounts owned by users under a different manager, so I'm wondering if there's a team aspect somewhere that I'm missing.

    Hi Ben,

     

    You're right..it's possible that your org has Account Teams enabled & the users are on the Account Team with Read/Write privileges
