The Merge Contacts Button is missing in Lightning Experience. Why? I have to switch to classic mode to access it.

I know in lightning there is the potential duplicates, but what if you have the component on the page layout and there are duplicate contacts in an account with different information that you wish to merge?

The component is not identifying them as potential duplicates. Ex: person changes companies, but you wish to merge their history so that it is not lost.
