This error message always appears (image "image002.png" attached).
(Error Message in English: 'This page has an error. You might just need to refresh it. First, would you give us some details? (We're reporting this as error ID: -1570141669)')

If not have you verified that your primary contact is active?
The second article you posted seems to reference this information:

Is this something that your org has configured?
