Lightning Data Record Page - Order of 'Related List Quick Links'

I am looking for a way to reorder the 'Related List Quick Links' on various data record pages for ALL of our SF users.  I read that 'each user' can change the order via their Profile (>Settings>Customize My Pages).  

Unfortunately, asking/instructing all of our SF users to apply this change is not very efficient and prone to error.  Is there a way that an Admin can change this for either all SF users at once or even for an Application at once?
