Has anyone encountered the fact that 'Standard' List Views such as 'Recently Viewed' will display standard buttons only, while custom List Views display custom buttons only?

I want 4 buttons to display on all Case LVs: 'New', 'Change Owner', 'Take Ownership', and 'Merge' where the last two are buttons from managed packages.

Currently, Recently Viewed will display the 'New' and 'Change Owner' buttons, but any list view that I create will only display 'Take Ownership' and 'Merge'. 

Note that the official response from Salesforce Support was "just have your users switch back to Classic when they want to use these buttons."

    We do see 'New' button on both standard and custom list views in our org in LEX (as long as the user has access to create new cases). But we had to create custom quick actions for other standard buttons like 'Accept', 'Change Owner' and 'Close Case'.
