I'm just getting into Lightning now and it seems that users of Lightning consoles don't have the option to add or remove tabs like they can in Classic. Am I missing something? If not, when will Salesforce be addressing this?

I'm not sure I understand what you mean. New tabs and sub-tabs are created automatically in the Lightning Console when you open or click on things. You can pin tabs to make them permanent, and your open tabs stay open even after you log out. You can determine whether things should open in tabs or sub-tabs in the app settings.
