Is there an idea out there or is it on the roadmap to allow Lightning Input Components to hold Help Text?

Not sure this is what you want, but if you use lightning:inputField, it will display the help text of the related field: https://developer.salesforce.com/docs/atlas.en-us.lightning.meta/lightning/aura_compref_lightning_inputField.htm
