I have cloned the Minimum Access - Salesforce profile and added the required permissions (flow user, run flows) and the data appears correctly but I do not see the flow action button. Can someone tell me what could be the issue here?

If your Quick action is driven by Flows then in addition to checking the above things also remember to set the user as Flow User.
