As you can see, the user has all the correct licenses/perm sets:
@Trailhead support, can you please have a look? I checked online and a few users reported the same issue, but none of the answers work for me.

I am from the trailhead support team. Sorry for the inconvenience! It seems like an issue with the permission set label names. We have escalated this issue to the concerned team and they will be working on it soon.
However, please follow the below workaround.
Please goto Field service Mobile License-->edit properties---> change label name to FSL Mobile License
Please goto Field service Resource License-->edit properties---> change label name to FSL Resource License
Please goto Field service Resource Permission-->edit properties---> change label name to FSL Resource Permission
Please goto Field service Admin Permissions-->edit properties---> change label name to FSL Admin Permissions
Please goto Field service Dispatcher Permissions-->edit properties---> change label name to FSL Dispatcher Permissions
Please goto Field service Dispatcher Licenses-->edit properties---> change label name to FSL Dispatcher Licenses.
