New User bypassing Authentication

Is there an automation process to set up new users with a predefined password & security question/answer? I’d like to provide new users with their username, password , and security question w/ answer so they can bypass authentication steps. Objective is to navigate Users straight to production without authentication steps.

    As an admin you do not have rights to set the password for any user.  Knowing/setting password of your users is a real security issue.   

    However, the other option is if you are using another system (say outlook, gmail or any other system which has the your users registered) along with Salesforce, then you could setup a single sign-on login from that system to Salesforce bypassing authentication steps.

    Single sign-on (SSO) lets users access authorized network resources with one login. You validate usernames and passwords against your corporate user database or other client app rather than Salesforce managing separate passwords for each resource.
