How can I prevent users from transferring Accounts?

Our President do not want our users to transfer Accounts.  We are using the Professional edition.  My setup is as follows:

• User profiles are set to "CRE"
• OWAD is set to "Private" for Accounts
• Sharing Settings - We allow sharing amongst the roles and subordinates within the same sales group.

So based on my above settings, will this prevent users from having the ability to transfer accounts/
