We're doing some custom development involving processes relevant to our Partner Business Org. Is there a way to enable the Environment Hub metadata in a scratch org?

@Rohit Mehta , For just a little bit of context, we are OEM partners who have to do a fair amount of administration and support for our customers. We leverage our partner business org to catch errors that are uncaught in our managed package and issues that we have logged from our managed package. Also noteworthy, every single one of our customer's production orgs is registered in our Environment Hub.
We feel that there is a lot of value in being able to directly relate our licenses, application errors, and other metadata to the Environment Hub Members directly.
