I'm getting error in Create a Search Index Configuration

 This solution worked for me :  the issue is with the existing Data Governance Policy - All Data Access Ruleset. Make sure you create a new policy and then delete the All Data Access Ruleset Policy

. After that, try again. it should work. Hope this helps!
