I have a Measure Names/Measure Values crosstab in Tableau. I need per-cell conditional color — red for negative values, green for positive — across 4 different measure columns. Each row can have a mix of positive and negative values. How do I achieve this?

You won’t be able to apply per‑cell conditional color directly inside a Measure Names / Measure Values crosstab, because Measure Values uses a single mark type and a single color logic for all measures.
To achieve red/green coloring for each individual cell, the practical approach is to break the measures out into separate columns and apply a color calculation to each measure independently.
