Quick Start: Agent Actions , unable to add Initiate Return action to General CRM Topic.

Hi,   I am currently in 

1. Become an Agentblazer Innovator > Quick Start: Agent Actions.

In this challenge, During  Create a Custom Action , I am able to add "Initiate Return" Flow to Agent assets.   However I am not able to add it to Agentforce (Default). --> Open Builder --> Deactivate --> General CRM and add a new Action from Asset library.    "New" button is not avaiable in "This Topic’s Actions." of General CRM topic.     I have made sure that the   1. Agentforce (Default) is deactivated.

2.  I was asked to make a new version of Topic - General CRM before modifying, so I clicked on "New Version"

3. Still "New" button not visible.
