I am unable to find newly created Custom Permissions, Also unable to view existing Custom Permissions on UI.
Path followed- Setup > Quick find box > Custom Permission >list view > All.
However, I am able to find existing custom permission using Query- "SELECT ID, MasterLabel FROM CustomPermission ".
I am facing this issue in all sandboxes except Production. Can anybody help, Why Custom Permissions are not visible on UI?

This seem to be bug with salesforce, kindly review below KI.
As a workaround, follow these steps:
- Create a new list view.
- Remove the "External Client App" from the "Select fields to display".
- Click on save
