How do I un block this user I gave her e reset password email she was able to login and now she is blocked again.

It looks like you need to add the user to a group. You'll have to look at your org to see what group as that is something customized to your org.  Take a look at other users that can log in and see what group they are in. Also look at that users' log in history to confirm she is logging in properly.
