I am unable to select a role when creating a Partner User therefore not allowing me to create a user at all.
I have assigned myself (system admin) an Admin role, checked sharing settings, role hierarchy, etc.
One admin is able to create partner users and the "Role" field is visible. The role is "sfadmin Partner Person Account".
Why can't I assign roles?

Sure, if you’re the admin that originally created the site. As another admin I should be able to enable partner users without the record owner having to be the original admin, no? What if the other admin leaves?
