In community -> Message List component, after clicking New button, I want users with xxxx profile, send message only to users with System Admin profile. Is there a way to do that OOB?

Hello,
First I would suggest a Validation Rule and if this isn't possible would revert to a trigger.
Is the Chatter Message Object visible in Setup or Object Manager ?
