We have set up account and opportunity default teams. I have one user in each team that needs to have permission to transfer record ownership for any records owned by them or their team but NOT be able to transfer ownership on records owned by another team. I am not clearly coming up with a way to define a permission set for this. Any ideas?

Questions like this require a lot of investigation because the salesforce sharing model can be comprehensive, so it is tough to advise.
