Can I create a Task when a Case Comment is added?

I would like to create a Task for the Case Owner and Account Owner when a Case Comment is added to certain Record Types. Is this possible (I'm sure there will be a way) and, if so, how can I achieve it on all Record Types quickly(?) (there are currently 250ish different Record Types).

    Yes, just create a workflow rule with the step 1. object being case comment. If you want it on all record types then just don't add a filter that would filter out specific types and then it will work for all record types. Here's the documentation on workflow rules:
