Looks like you have a data source and it was somehow changed on the server side (edited/added some of the credentials/saved etc). So when it is trying to refresh it is not permitted because of the other credentials in place (preventing from changing because saved by somebody's else).
In this case you need to Remove the data source and Re-Publish again.
In that case the owner will be the one who's refreshing it.
